The picture at RAF Fairford in Gloucestershire has changed several times since last night. Fenestra TI has published a short threat brief setting out what is confirmed, what is not, and what to watch. We will update it as the picture develops.
What We Know
- Five men arrested. Gloucestershire Police say that at 00:45 on 27 September they received a call about three suspicious vehicles travelling towards RAF Fairford. Armed officers responded and arrested five men on suspicion of offences under the Explosives Act.
- Major incident declared. Homes in nearby Whelford were evacuated, Army bomb-disposal specialists examined the vehicles, and counter-terrorism police are leading the investigation.
- The US alert came first. RAF Fairford, which the US uses for bomber operations, had been raised to FPCON Delta, the highest US force-protection level, around two hours before the police call.
How the Picture Has Changed
- Early reports this morning said "several men" had been arrested. Police have since confirmed five.
- Reporting initially focused on the arrests. It is now clear the base was already on its highest alert level the evening before.
- Details are still coming in, and some claims circulating online remain unconfirmed.
Inside the Brief
- Timeline — from the months leading up to the incident to the police statement, in UK time.
- What we know and what we don't — confirmed facts kept separate from open questions.
- Indicators to watch — the developments that would change the picture.
- Implications — practical points for sites near UK bases hosting US aircraft, for defence, aviation and critical-infrastructure organisations, and for communications teams.
